Perhaps you could put one of those metal kennels outside on the grass and keep the bottom off. Then you could put the puppies inside as you watch them potty.
They would still feel the grass and be able to walk around.
We used one just outside our door when we had puppies. They learned to go to the door and then outside. It also kept them in the yard before the fence was up.

I coyote almost got my sweet little Shih Tzu Spike a few years ago, right in front of me. I shutter to think what might have happened if I hadn't been outside at the time. I had no time to get my gun, I just ran towards it and screamed. Spike was oblivious, it creeped up on him so quietly. Life in the country.
