Is it stretchy? It look just from the picture to be a stretch double knit fabric made out of a poly blend. On the very bottom I believe I see some knit loops.

Looking closely at the edge, I don’t see any hem. I think it may be a wide knit elastic trim.

I think it may be embossed neoprene..I use it to make book covers..do a search for it, it comes in tons of colors and patterns.
