I think it's a fee for using a personal credit card and not money from your paypal acct...If you have enough funds in your acct no fee but if partial pymt or full pymt thru credit card then they get a processing fee...just like a store has to pay a fee for people who use cards. I have an antique booth and if someone buys from my booth and uses a card I get charged the fee for them buying something in my booth.

HOWEVER......there is NO protection to the BUYER when the GIFT option is selected. I know MOST people on this forum are very trustworthy people, however, know that if you choose gift and someone doesn't send your item Paypal isn't going to work to get your money back!

A couple of others have hit on it:
When the buy sends you the money and marks it as 'Gift', there will be no fee taken out. If the buyer marks it as for 'Goods/Services', then there will be a fee, because now it is a business transaction.
I have sold stuff here and received payment both ways. Since I *am* a small business, I don't mind that people do it as payment for goods. Either way, I have to report it as income.
I've also purchased things from here, and depending on the item have sent the payment both ways. In one case, it saved my butt that I sent it as 'Payment for Goods' because the seller disappeared with lots of people's money. I got mine back, but others who sent cash or had checks cashed, or didn't use the payment option in paypal lost a lot of money.
You can also set up a free account for yourself on the USPS website and print shipping labels there.

When I purchase something from somebody here using PayPal, PayPal asks me if it's a "personal/gift" payment or if it's a payment for merchandise. If it's merchandise, they charge the fee (which someone else already posted). They don't charge fees for personal transfers of money.
For personal transfers of money, there's no need for a shipping label so PayPal doesn't show that option. For merchandise, the seller has the option of printing out a shipping label.
Everything is dependent on how the buyer answers the question when making payment. If the buyer does not specify "merchandise", then there is no PayPal buyer guarantee on the purchase. Some people here are just nice and want the buyer not to have to pay the fee; however, they may not realize they then have no protection if something goes wrong with the sale.

It has something to do with if they pay you as an individual or a business. As an individual they don't charge a fee, but you deon't get the label. At least that's my understanding of it. I could be wrong, afterall I've been married three times, so I know that I made at least 2 mistakes.

Sorry if I missed it in this thread but there are fees to receive payment of goods or services no matter the method of payment now. It used to be only credit card payments had fees but if you're paying for goods, there is always a fee. If you send as a gift, you can only use your bank account or existing funds. If you send as payment of goods or services, you can use cc or bank/existing funds but with either one there will be fees.
