I think I would measure their necks, add several inches for the tie ends, and make a square with the hem allowance added. Cut diagonally, and use a hem foot, or fold over 1/4 inch - twice, and stitch.
IE: take a 10 inch neck, add 4 to 6 inches for the ties. So make a 141/2 inch square, cut it in half diagonally, and hem the edges.

My groomer just uses cotton fabric cut with pinking shears. Cut in Triangles. Someday I will maybe make them into a quilt. They get pit in with my assorted scraps.

Years ago when I had a male toy poodle, the groomers just cut a square of fabric folded in half and tied around his neck leaving short tails about an inch, if too long they could try to get it into their mouth and maybe get caught on their teeth. That may not end too well. I saved one and have it on a little wooden rocking horse.

I just made 20 of the kind that slide over the dog collar for a lady who takes her three dogs to nursing homes for pet therapy days---the residents think they are really cute dressed in their bandanas. I have a pattern I'll be glad to share if you want--just send me your address in a PM. Very easy to do.

My son got a big dog and for the first year or so I made seasonal scarfs for him. I cut a triangle from 2/3 yard of fabric so that the short sides were 22 inches long. (meeting at 90 degrees) I don't remember how long the other side was (both my math skills and my spelling skills are absent today ...I think its called the "hypotenuse") but if you do the 22 inches at 90 degrees you will be fine. Anyway I the hemmed all sides by about a half in (quarter inch folded over twice. Less fabric so easier to tie around the dog's neck. Dylan is a mixed mutt, weighs about 100 lbs now - but less then, and still feels naked without a scarf.
