I know you are trying to warn others that is a scam email but you didn't say it????????????
On edit: Suggest you run a virus scan on your pc just in case you got one when you opened it.
You can report it to your email provider, I don't know who else.

That is probably a spam.

I used to get them all the time but there is a website through the government you can email them too. Which I did and I haven't received them again.

I used to bounce them back to the sender to and block their addresses.

My opion I wouldn't respond to it either I didn't.

I was hoping to get opinions from board members about this - if I wanted to report it to someone/some agency - who/what?

I assumed it was spam or phishing - have done nothing with it except copy it to here.
