I just googled "library" in your area and both Rideau Lakes and North Grenville have Overdrive to download free e-books. This is the system I use to get free library books on my Kindle Paperwhite. I have to say that it was confusing to me when I tried on my older Kindles, but the Paperwhite really makes it easy. Go to the library and ask for help to set this up and to learn how to use it. Libraries that have Overdrive should have someone on staff to help you.

I have a Kindle Fire and it does not connect to the computer. I can send files to the Kindle from my computer by using Send to Kindle option but it has to be done through wi fi. I don't know about the newest Kindles but Kindle Fire is all wi fi.

I have a Nook Simple Touch, I get free books from Bookbub.com
I can't use Overdrive from my local library, its only for the Nook tablet. Fiddlesticks!

I have overdrive on my nook and can only borrow up to five at a time, I don't know if this is an overdrive rule or my library rule.

The thing I like about some of the "non-Amazon" book sites is that you can find independent authors and sometimes there are some real gems in there.
