I think he just wanted to show you how much he appreciates all you do. And you do A LOT! Some times, though, we have to wonder how someone could be so... 'off the mark', if you will, as to what we like. Maybe he thought you would like to be pampered a little bit. I think LovinMySoldier has the right idea. Use it a little bit, and see if you can get a refund on the rest. Hang in there!

maybe he thought it might be something that would give you a moments rest and relaxation and maybe he just doesn't think about it but it was suggested as a gift by someone who gets something like that for their significant other

i think it's a fabulous gift. for one thing, it proves that he remembers you're a woman and might like "womanly" things, instead of only practical tools, as a gift.
he knows you deserved to be pampered in a way he can't provide himself.
that amount could provide a few months' worth of salon services, depending on your choices. so it's not a "one shot" gift. it keeps giving for a while.
nothing beats a pedicure for sheer indulgence and relaxatude. :-)

It could be he thought you might enjoy having your hands massaged and conditioned with a nice moisturiser and not about polish on your nails. My DH often thinks about the truly deeper benefit of a gift and not the obvious part.
