it is the grim reaper something tragic is going to happen but it will turn out not as bad as expected because he is giving the thumbs up.

oh now i see the face with hoodie or clothing of some sort over his head. religous garb of some sort? nothing odd i'm sure though. just someone nearby you didn't notice at the time so it couldn't have been anything too odd.
