Recent Topics category questions

I have a question about "Recent Topics". Does every post end up there in the order that they are created? What determines which posts are listed under "recent topics"? It seems that when I get the quilters paradise email and there is a list of hot topics, I think that there are topics that I haven't seen listed in "recent topics". Maybe I'm the only one who is lost!

I think the recent topics are the ones newly posted or commented to. The most recent are at the top of the list. Not all categories post here though. Some you have to go to that category...like recipes or links and resources.
