You are so right about the need for forever homes. We visited a couple of shelters in our area, and it's just heartbreaking the number of sweet pets "in prison" or even "death row" through no fault of their own. Everyone has to grieve as they see fit, but if you reach a point after losing your beloved pet when you know you still have some love to give a new furry friend, consider one that's been lost or abandoned. If you can't adopt one, for whatever reason, perhaps fostering one would be an option. Generally, if a pet has been living in a home with people, it's possible for the rescue organization to evaluate what sort of permanent home it needs and what it's behavior is like. This makes it much easier match the pet with the right person.
