    You are correct except I wasn't home and very often during the holiday season my regular person doesn't deliver. It could be anyone.

    In fact there is a form for damaged delivery from USPS. I've gotten them before when an envelope was mangled and torn. I think most delivery people don't want to take the time to use them.
