I'm sorry for your loss. This idea of leaving all the fabric and supplies to a guild is something I thought I would like to have happen with my goodies when the time comes. I never thought about the actual logistics of dividing things up fairly.
I like the idea of the bags.. get identical paper bags then fill them as equally as possible. Mix them up or have someone else come in and do it then number them. Then, a simple draw by number.
For any major items, how about doing an actual auction? We did these at a guild I belonged to. People bring books, quilt tops, rulers, tools, patterns... anything quilt related. One of the girls acted as auctioneer. She was NOT professional but she did a great job cajoling bids from everyone. I bought a 50 inch square quilt top called 'Town Square' that had a lot of ribbon embroidery already done on it. I couldn't believe that someone didn't want it anymore. I paid $110 for it and felt I got a great deal. We donated a portion of the proceeds to charity and the remainder went to the guild library.

So sorry to hear this.
Our guild also has lost lovely ladies this year (three in a short time).
The husband of one gave all her things to me and another lady to do with as we wished.
We ended up having a sale (wholesale pricing of fabric, etc.) to the guild and then gave the money earned to the Liver Foundation in her memory (she had a liver transplant years ago) and the foundation was close to her heart.
The items which did not sell, we passed around for use in charity quilts we do for our area. Also some items were sent to our adopted sister group in Mexico.
Good luck in whatever you decide.

Prices were $5.00 per POUND of fabric...that way all the fabric didn't need to be individually marked.
Kits and tops and everything else was honestly and reasonably priced by several members. Money was given back to the family.
If family doesn't want it back, ask where they would like it donated...an organization, the guild itself for charitable quilting, etc.

Maybe use the fabrics in making charity quilts in her name.
My dh has instructions to do this with my stash if I go before him.
I like the idea of brown bags. That way no one person gets all the good stuff, and it's random. Big items that won't fit in a bag you can put a number on them and add a note to the bag saying pick up # x from whomever the keeper of the big things is.

Then put the numbers in a Jar and have Each Person Draw One At A Time and GO get That Item.
