i've known people in new york who've had to sell part of their winnings (items) to pay taxes in order to keep the rest. it gets very sticky, because what you sell generates income as well.

Hans (my DH) is Dutch and he says that in Holland, an amount is added to a lotto prize to cover the tax. For example if you hear that someone won a million, they actually get a million and a bit, the bit to pay the taxes.
