That looks easy to make
Wrap the quilt around what looks like maybe a 1x3 with a hole in each end.
The stands (probably 2x2 (not 4x4) look like they have a threaded rod inserted into them.
Slip the 1x3 hole onto the threaded rod.
I did not see a wing nut used but it would work well to tighten the other piece of wood (1x2?) that they used as a stabilizer.
Remove and unroll/roll-up when necessary.

Same as quiltinghere, but I would use c-clamps so you could make adjustments easier.

It looks really straight forward. The frame itself is similar to what a lot of old quilt frames were like. 1x2 pieces of wood (my MIL had canvas stapled to hers to pin her quilt top to) with a hole drilled in the 2 inch side at the end for the frame. The stand looks like it is pretty standard with a metal spike poking upward that would fit inside the hole drilled in the 1.2 inch frame pieces (wood dowel might be used but I bet it was a metal of some sort since wood is less durable and more likely to break off). I can see some basic design flaws in this particular one, but it didn't look that difficult to fabricate.
I could consult my woodworking guru when he comes home from work if you'd like.
