I saw some foam bookmarks made with hears at Joannes you could probably do the same thing with fabric. Was a little critter on top then just a strip of fabric and a heart on the bottom.

The kids here can not have any treats with no nutritional value EXCEPT on holidays. I understand schools wanting kids to be healthy and all but to say not at all is a little extreme. Its like the dieting fads that dont work because you arent allowed to have "any" instead of using something in moderation.
