do it the same as always- for table runners and other smaller items a narrower binding is usually recommended- a wide binding (2 1/2") looks good on a large quilt but can just be too much for a smaller item- quite often for table toppers/placemats or hotpads i make mine even narrower-like 1 3/4" or even 1 1/2" for a very narrow binding. all the same technique you are simply adjusting the width of the finished binding.

I use 2.25 for quilts and 2" for wallhangings and that would include tablerunners too. I do a straight sided single thickness binding since there will be no wear. This is a single thickness binding and I would guess that is what the pattern wants you to do.

Not sure of what you mean by "reduce the seam allowance". I make all seams, even for binding 1/4". 2" will just give you a bit narrower binding. I usually do 2 1/4" for my binding strips, then fold in half.
