Default Any suggestions? quilting on top of pics

So I have finished a child's quilt top. I have printed all the pictures that I want to include.

I will either quilt the quilt now with an all over design and then decide my photo layout ,fuse and applique around the pictures-would it be better if I fuse and applique the pic on now and applique, then do my overall quilting design?

My issue is I really do not like to do the overall quilting on top of the pics as i like them with only the applique around them! Avoiding the pics when doing my overall design might be limiting!

Any pros or con on which would be best approach.
    Thanks!

I like your idea of appliqueing the picts after the quilting if ya are gonna use an all over design.

Add the pictures after quilting. Please share the quilt with us, I’m anxious to see it

won't this depend on the size of the pictures? If very big you'd need quilting over them (at least minimal) to hold in place, especially if a child's quilt (more washings).

I pieced pictures into several quilts, then did a bit of echo quilting to highlight the important parts. Did this 10 years ago and it still looks good.

I would not quilt over them.
