Yes I have one and it is a useful tool. I'm sure it's for paper-piecing . You could take your 12 inch ruler and see if that works. Otherwise maybe you could find a way to break it in half. I have a quarter rule, but have only used it once - to measure my quarter inch foot was sewing correctly! bit of a waste of space really - I prefer to use the quarter inch marks on my normal quilting ruler.
