I don't think that it matters. It is entirely a personal choice. If you are doing all of the binding by machine, wrapping it from the back to the front and top stitching it down, ensures that your binding looks great on the front. This way you can even select a decorative stitch and have it straight and even. If you are planning on hand stitching it down, everyone I know, stitches it to the front and wraps it to the back. Your binding, your choice. As my daughter reminds me "The baby won't care!"

I machine stitch mine to the front, turn to the back and hand stitch down. :D The only exception to that is if I'm doing a pet quilt - then I machine stitch to the front, turn it, pin it and machine stitch it to the back staying in the ditch of where it's stitched on the front. (easier to do than describe! lol)

When I hand-stitch one side, I go front to back.
When I machine-stitch the whole thing, I go back to front.

I machine stitch my binding on the front, and hand stitch

Same here as for the project. If I turn to the back, I hand stitch. If I bring to the front, I decorative stitch.
