I stitch around the perimeter of my quilts before adding the binding, this prevents stretching. And I always use my walking foot. After adding my binding then I trim the excess batting and backing. Turn the binding to the back and hand stitch.

i always stitch a running stitch all the way around my quilt top when it's all pieced together to keep everything from stretching. if the binding strips are what is stretching, are you using bias strips or straight strips? bias will of course stretch a great deal. also, a walking foot to attach the binding really helps you keep it from stretching. i'm not exactly sure how you are attaching your binding..you said when you get down one side it has stretched? i would never know that because when i make my binding i measure the quilt...say 72"x80"...that would mean i would need 144" + 160" or 304" + about an extra 10-20" for fudge room and for mitering my corners..so my binding strips are going to measure about 325"...then i put it all the way around the quilt and when i join the ends i trim the excess...so any stretching that may occur i really do not know about, unless the quilt top stretches and gets wonky (that is why i stay-stitch it)
