If both of your borders are 1 1/2 inch too short on both sides, it seems to me there is nothing wrong with the quilt size. As you stated you cut both borders too short. I like the idea of halving your borders and adding a fabric like you used in the top to the center. A baby quilt is not that big, so you wouldn't need a huge piece of fabric, but then again, you sure want something bigger than the 1 1/2 inch you're off, so it will look better. I see Donna Jordan of Jordan Fabrics, sometimes adds a Diamond border piece, escapes my memory what it's called, in the center of her borders. Is it Seminole border? Anyway, you don't have to do that but just look at her quilts to guess the scale of your center border in relation to your baby quilt.
