If I'm not mitering the corners, I always put the longest borders on first regardless of any seams in it. I then quilt something to hide the seam like a piano-key where I would stitch in the ditch on that seam.

Please do not think I am a 'spoilsport' but I would miter (diagonal join) the corners on this quilt. I don't think I have ever done the 'A' thing because it seems to interrupt the length-width visual look and give a squat look. But, I think your beautiful cats deserve a border that is a frame look

Will you have enough fabric to do B without piecing the top/bottom border? 36" + 4 + 4 = 44" If you are going to straight line quilt it, it really shouldn't make any difference. The seam will look like another line of stitching.
I would put a small (1") dark border on first to contain the colors in the quilt. With the yellow background and a yellow border, they will appear to bleed together, unless you want the cats to look like they are floating in the yellow. I would also quilt the corners with a diagonally.
