I think I know what you are talking about but I don't know the technique, which isn't very helpful. I do remember seeing something like you are talking about at the last local quilt show here. Let me look through my photos and see if I can find it. If not, hopefully someone else will have an answer.

If you enlarge the picture you can see they followed the design of the fabric. If you look at the whole center, you can see the fabric design is a directional. The shading of each design in the fabric along with the quilting gives it a stunning effect!!! What a great choice of fabric for this center!!! The green leave fabric is very similarly shaded and the way they followed the lines of some of the leaves gives it the same more muted effect. Brilliant!!!

Yes Ghostrider it is very similar to this. Amma the picture I posted is mqchine quiltied. What I am looking for is texturing with hand quilted stitches. I was not allowed to touch it. Where the stitches we not it did "puff" a bit making the pattern. Perhaps is was trapunto. It was just very diffrent then anything I have ever seen before or since. I would love to see more samples of "it".

And Baby Lock has come out with a sashiko machine which may have been what did the work you saw. http://www.babylock.com/quilting/sashiko/
As for examples, if you enter 'sashiko' in Google images, you will see plenty.
