Yes and yes. I love mine, actually I have more than one and all my friends that have used it bought their own. The package will tell you what needles work in it.

I have the newer Clover needle threader. It has 2 different needle input. One for small eyed needles and one for larger eyed needles. It also doesn't depend on the user lining up the needle 'just right.' I love it.
The older version I could never get to work the way I wanted it to. Likewise the SewLine needle threader.

Are we talking hand quilting needles, or the one on the machine? My machine came with the little thing that helps me thread my machine, but for hand quilting, I use those little silver looking things that have a wire.

Sometimes people wet the end of their thread to get it to go more easily through the needle. It works way better if you wet the eye of the needle instead. I do that all the time now whether hand sewing or threading the needle of my machine.

As far as the clover threader goes, I found that you have to use a needle that is compatible with the thread for it to work right. The thread should be down in the groove but not taught. I also found that if you only have a short length of thread overhanging on the cut thread side it works like a dream. Yesterday I used a plastic needle threader that was this little loop of thin plastic with a tiny tip from a package of them at a girls house. I didn't read the name of the product package, but it had quite a few of them in there. They were green. It worked really well and I plan on buying some for myself. Those little metal ones with the wire do not last anytime at all.
