If I am making a quilt for a bed or lap top, I alway wash my fabrics as the quilts could have food or other items spill on them and then if they are washed, they could shrink or have the dyes run.
If I am making a wall hanging for me,I do not wash the fabrics.
Table runners also can get dirty and need to be washed so wash the fabrics first. DoughDough

I've been quilting for about 10 years. It seems prewashing or not is a matter of personal preference of each quilter.
Those who have allergies to the sizing do prewash. I love doing kaleidescope quilts -Bethany Reynolds style- and they should NOT be prewashed. I just test for colorfastness.
