Yes it is the same thing. I ordered mine from valley vet supplies, cheaper. I also ordered my scalpels from them cheap.
I ripped a king size 2 days and only get ¼ out. Then I used the electric one and finished it in 2 hours! A tip;
Hold the quilt up in the air and rip from the back side next to the batting , hold the clipper upside down to rip and do not use any pressure on it the clipper will cut on it’s own.

I have been using one of these for 2 years, love it, the cover is the top cover or a handle extension.
