This site (http://www.fabshophop.com) runs contests - but it also is a great collection of online vendors, and you can search for specific fabric using their 'fabsearch' feature.
I've been happy with purchases from Wish Upon a Quilt, Virginia Quilter, Material Girl Quilt Shop; Sew Sisters and the Pink Panda and Sitting Pretty (these three are Canadian shops).

Sign up for their e-mail notifications, and they let you know what is on sale. 40% off sometimes! I also buy my batting (Quilter's Dream) from them when it is 40% off. They are very quick to deliver and have excellent customer service.

And don't forget Connecting Threads. They have their own line of reasonably priced fabrics as well as that wonderful thread. Shipping is free on $50+ orders. Right now they have a 50% off sale going on. I forced myself to place a $50 order yesterday!
