I don't know whether to use my regular foot or walking foot.. I would guess walking foot, but don't know , because the edges do not have batting, then you hit the batting to go across.

    Any help appreciated.

I would use my walking foot. With the strtchy flannel and layer of batting and then when you join 4 layers of flannel...Yeah, sounds like a walking foot project for sure!

I just use my regular foot but I use that foot for almost everything I do so far. The walking foot would probably work better. The thing I really like about rag quilts is that they don't have to be perfect... well, at least mind dont have to be.
