I am going to be making a photo quilt and the software that I use is not compatible with Windows 8. I need to be able to size my pictures to print out to be 7 x 7. Does anyone know of any good (and easy) software programs I can use. Hopefully there are some freebies out there but if I have to purchase it that is ok too.

Check out PhotoScape. It is a free program. I do not have Windows 8 so I don't know if it is compatible, but the version I have lets you choose the size of your photos.
