I have had under 3 inches given at Walmart and Millls End Fabrics and some others. They have explained that it allows for not exactly even cut or for shrinkage. I am more upset when I come back from a brand fabric store and they cut exactly one yard and the beginning cut (not that she made it) was NOT straight and then she shorted me.

Yes I like when a sales person doesn't cut right "on the line." I don't shop at Walmart or JoAnns for fabric, I don't care for the quality, but I managed a quilt shop for 3 years and we always cut it 3 inches or some more than what the yardstick said. I think a happy quilter will reward you with a return trip to the shop.

Well I can see some people feeling that way, but it depends on the store policy, and if there was less than a half yard left on the bolt we gave it to the person. If you have a 1/4 left on the bolt, ya can't put it back on the "rack" and who is going to purchase it, ya will die with it and have a messy store.

Wal-Mart does concider that theft and they will get fired. 3 inches extra per cut does add up. It also causes prices to go up due to the shrink.
