Larger Scale Meandering
I have decided to do a larger scale meander on a busy quilt. My question is whether I should meander all over the quilt including the borders, or stop at the border and do a different design on the border. I know it's probably a matter of personal preference, but would like to know what you experienced quilters do. Thanks.

As you have already recognized ... a lot of it is personal preference.
Posting a photo, can help ...
but too, you may get so many ideas that you may get confused!!!
What I often do is take a picture, print it, then doodle on top to come up with my quilting plans.

I think it's important to keep the density of the border quilting the same as the center meandering. If you quilt the borders too close in relation to the center the center could "buckle". But there is no reason why you have to do the same in the borders as the center. Give it a try!
