It's a block where you simply sew a smaller square on to a larger square and when washed the smaller square frays.

That is the pattern. Make as many blocks as you want for the quilt. I would double stitch the fraying block and then clip the raw edges in about 1/8" wide strips.

So if I use a 4" finished square, is the smaller square "finished" at 2"?

If that is the size you want. No exact sizes for this pattern. I made one with the fray square all different sizes, some blocks having four squares, one in each corner, some with triangles, some with circles. The bigger the base square the easier and faster it is to sew together.

A bullseye quilt? I did one with hearts, and another one with a free hand flower shape that ended up looking like fried eggs that Dr. Suess would serve for breakfast ;-)
