If you are copying a design, does that still fall under the title of Free-Motion Quilting?

I think so, unless you were using a computer guided machine. You are still doing the work of making the machine do the quilting, whether or not you mark the quilt in some way. JMHO

I'm sure you will get a variety of opinions though. Some people get picky about the actual terminology used...freehand, free motion quilting. My machine has settings for free motion. As far as I'm concerned, that's what I'm doing even when I mark it. :)
