    Sounds like it is a local issue.
    I work at a VA hospital and maybe I can shed a little light on this issue.
    I work on a long-term ward of 30 Veterans. The long term wards usually have no storage areas and the Veterans have limited space in their rooms. I can understand where there COULD be an issue of an over abundance of donated items....BUT, if the quilts were distributed to Veterans on Medical or Surgical units, the turn-over of patients would allow for Veterans to not only recieve these quilts as a very welcome gift, they would also be able to take them home with them upon discharge.
    Veterans that were going to be going home would appreciate the gift just as much, if not more, than the Veterans that were long term.
    At our facility, donations are handled through Voluntary Services. If someone were wanting to make donations of quilts, you may want to call and talk to a Nurse Manager on a ward directly and ask if you could come up and distribute directly to the Veterans on the ward. This may have to be cleared through Voluntary Services, or even Recreation Therapy, but if worked out that way, they wouldn't be stored by Voluntary Services, but would go directly to the Veteran. The Veterans would also appreciate the visit by who ever was there handing out the gifts.

    I've been making them for men and women I know from our area who are in the military. They're all heroes to me - many leaving behind young families who have so little.
