Offer all options. I can't tell you how many times I tried to order 1/4 yard on a website and it wouldn't let me. When I buy off internet I want to purchase in bulk since you normally get a break on shipping. It is very unusual that I need or want 1 yd of fabric. So now I only shop at websites that will let me purchase a min 1/4 yd of any fabric.

I would offer fat quarters, and fabric also in half yard increments...nothing smaller than a half yard of 44" wide or wider fabrics...not including the fat quarters, of course.
Give the option that if they order more than a half yard, say they order 2 yards...let them know it will be an uncut 2 yard length.
