It looks like it is paper pieced. There are lots of pinwheel blocks on quilterscache.com. It's not the same as the one you pictured but here's one example....

The black/green can be cut from a larger HST (easiest way)
The lower right triangle is a right angle triangle in pink with a black strip to finish it out to the same size triangle as the black/green triangle. Mary and Mary Ann added a rectangular strip to the side of the pink triangle-------------then trimmed out the triangle, rather that trying to cut a quadrilateral just the exact size.
Like eating an elephant--------------one bite at a time.

Looks like the same design as Kaleidscope Pinwheel in the original Stack-n-Whack pattern from Bethany Renolds. However it is not a kaleidscope arrangement. So guess one would call it the basic pinwheel design.

You cut squares into 8 pieces, as I have shown in grey and white. You can do this with stacked squares. If you do, I strongly suggest you run basting stitches or pin well before you cut. The darker grey pieces I've shown are background. for a true kaleidescope, you need to be very careful in lining up your layers.
