only bleeds when ironed
I have some red fabric when I ironed it it bleed on white ironing board cover and with strips of strip pieces. It does not bleed in water. It has been prewashed but with a load so I didn't notice and starched but I don't remember it bleeding when I ironed it then. I have put it in boiling water it didn't bleed the bleed isn't coming out of the stained pieces. I am ordering the synthrapol and retayne. Since it doesn't bleed with the water will they work?

Not sure, but please make a note that Synthrapol and Retayne do completely different things! You do not want to use both of them together. Make sure you read the labels thoroughly before using them.
Simply washing a fabric will not always clear out all the excess dye. I soak the bleeding fabric overnight in Synthrapol and plenty of hot water.

I produced. Problem with colour plastic week . I was ironing creases out of fabric which had been starched. As a result I sprayed with water to iAd pressing. Later a friend used the same ironing bard and produced two brown marks on her cream fabric. I was blamed.
I was using purple fabric but th ironing board cover was brown. I think my spraying caused the cover to stain.
So did it have any other possibility.
