Am I wrong? Wouldn't nine 5.5" patches sewn together result in a block that is 15 1/2" square unfinished, 15" finished?
5.5" patches will finish at 16" for the unfinished block 15.5 finished. While 3 x 5.5 does indeed = 16.5 you lose 1/2" (2 1/4" seam allowances) in joining those 3 squares together so you end up with 16" unfinished size and once you set them 15.5 " finished. I think Amma forgot about losing her 1/2" in the seam allowances in her speedy response.
I'm pretty sure you lose 1" joining the 3 squares (four 1/4" seam allowances instead of two 1/4" seam allowances). Each seam takes up 1/2" of fabric and there are 2 seams when you join 3 squares. So I still think it would be 15.5" unfinished and 15" finished for the block.

Poor amma must be feeling really humiliated now that we've beaten her post to death. :(

Oh, true. It's happened to me in the past (sigh......) so I'm probably overly eager to be right for once with the math.

I'd choose a size that could be divided by 3.
