I have found yardage to be cheaper. If you plan on using strips to sew with, I would recommend a Shape Cut Ruler. It cuts strips easily and this way, you can buy yardage and make your own pre-cuts if you wish. To be honest, I never buy pre-cuts, I always buy yardage. Except for one time, I bought some pre-cuts and they were crooked. Since, I have a Shape Cut Ruler, I can cut my own strips quickly and easily.

I buy a lot of precuts because I like to use a minimum of 12 prints in my quilts and I cannot afford yardage for that many prints.

I buy a lot of batik jelly rolls and fat quarter packs by designers like Janet Clare.

I generally stay away from charms and layer cakes. Not had a good experience with them. Also I hate pattern repeats. Don't get that in Hoffman batik rolls or fat quarter packs.

Yardage I buy for backing, borders, sashing.
