No just one strip of muslim on one side . Whatever width I would need to make my strip 2.5 inches. I would not use any blue strip if it was narrower than 1.75.

It works! I was asked to finish a quilt that had been started by a woman who had passed away. It meant a lot to her daughter that it was finished the way it had been planned. Only problem was, I was short on fabric for the binding. I cut 1 1/2" muslin strips and pieced them to be the length I needed. I then cut 1 3/4" strips of the fabric that I wanted as the binding and pieced them to the needed length. I then sewed the two strips together and then ironed the resulting strip in half. I made sure to sew the strip with the raw edge to the edge of the quilt, binding material side down to the quilt top. You then proceed using your regular binding technique.

Wow, I never knew you could use less than 2.5 inch binding. I was told at my first quilting class (years ago) to always use 2.5 inch strips for binding. I've never questioned that. Something else for my bucket list.LOL.

I'll use 2 1/4" for binding in a pinch. But what you are suggesting will definitely work. I made binding for a quilt where I wanted the top to be a solid colour, but the backing was a scrappy rainbow and I wanted the binding to match. So I made 2 binding strips, stitched them together, and pressed. Voila - 2-sided binding.
