Absolutely this is the best way to go for hexies - use junk mail printed on card stock and no expense.

I like the light plastic ones with the hole in the center, that you just pop out and reuse.

AccuQuilt also has a number of dies that cut hexagons in different sizes. You can cut both paper for the templates and fabric with a quarter-inch edge for turning. They are well worth the money if you are going to do a lot of hexagons. I purchased the 1/2 inch die when I started working on the Insanity Quilt by Rhonda Pearce. It takes 10640 hexagons. I would never have started it without the die to cut the templates and fabric. The 1/2 inch cuts 6 templates and 6 fabric pieces at once and you can layer up to 6 layers of fabric so 36 of each one at a time. I also found that the inserts we all find in magazines are the perfect weight (for me) for the templates and are free. I found a lot of them in the magazines in my doctors' offices and they were very happy for me to go through their magazines and remove them.
