I think you're getting advice for two distinct types of passport holders. The first is just a spot to hold boarding passes and passport, sometimes worn around the neck. The second type is the one to take with you when shopping, etc. The second type is frequently hidden underneath another garment to be more resistant to pickpockets which are VERY common in India. If your husband is on business, I doubt he's going to want to put his passport around his neck! For the airplane part of the trip, I just leave my passport and boarding passes in a special pocket that's in my carryon bag. Easy to get to yet out of the way. When I'm in the foreign country, I leave my passport in my briefcase (which I carry with me) or in my pocket (when I'm just shopping or out for dinner). The interior pockets you pin into your clothes are very useful, and I made some for my daughter the first time she travelled internationally - she loved them! They weren't obvious and didn't scream "tourist".
