I prefer sleeves over tabs because I feel the quilt should get all the attention, not the hanging mechinism. For a hanging that size I would make the sleeve about 3/4" shorter on each side so you could have nails supporting each end of the rod. On larger hangings, I split the sleeve and use multiple nails.

One of mine that has a sleeve done the way I describe is twice as large as the one here and it hangs perfectly. We each have our own preferences and like most things in quilting, there's really no "right" way - whatever works for you.

Thank you everyone. I now have my binding and sleeve ready to go. Just have one more last question. If I am sewing my sleeve when I sew my binding, and get ready to sew the binding to the back can I sew with the ditch stitch at this point? Also when you make your sleeves if you make the tube do you make another stitch line so that the rod is between the stitch line and the fold? I was going sew mine with the binding but then I noticed that there wasn't a stitch line. I know everyone has thier preferences and for the shows and all. But mine is not for a show.
