Question about applique

Sometimes, if I'm doing a blanket stitch around my applique, I do it after I've sandwiched the backing, batting and top together. That way the applique stitch is part of the quilting and it's kind of like 2 steps done all in one. If I'm not putting a decorative stitch around my applique then I do it before.
