I don't know of any fabric manufacturer that does this for the public. They will send samples to distributors and the distributors can give those to anyone. I know Marshall's Dry Goods gets large size samples of the new fabrics from the manufacturers and was told they are donated to a local group that makes donation quilts.

I have never heard that being done. I have have bought wholesale from Hoffman, RK and P&B. I do know that RK gives their leftover scraps to charity organization with the correct credentials. My church group leader has to pick them up. P&B also use to donate to charities with their leftovers. The salesman carry around sample cards to show owners of quilt shops the actually fabric in order to pre-order a collection. That may be what you are referring to. I use to get them from someone who worked for RJR. I see them occasional for sale on eBay.

You can purchase swatches from Fabric.com - and at other on-line shops I have occasionally asked for and received 1/2"-1" strips so I could match colors. I thought it was thoughtful, and I try to use those shops again because of their courtesy.
