A flannel sheet is ideal. It is hot and humid in Florida so the cotton flannel feels great. I use bamboo batting also but think the cotton flannel is better for summerand/or regular batting if you are going to use it only in winter.

I live in South Florida and only use a sheet when I sleep, so I asked around to those who keep their A/C cold enough for the Penguins. It is all according to how cold the home is kept and what she wears when she goes to bed. There is very thin batting that would probably suffice, but your idea of flannel in between would also work. Many stores, like Big Lots (if you are lucky enough to have one near you) carry a large line of Lumex blankets, many times irregulars, that you could also use and quilt. An inexpensive flannel blanket would also work. Enjoy whatever it is you wind up doing, and I am sure that the beautiful finished product will be well appreciated.

I live in hot and humid GA BUT since I run the AC all summer (and parts of spring and fall) I use the same quilts year round...several in cold weather and only a couple in hot. My batting is the basic polyester stuff that I learned to quilt with about 25 years ago.

Sometimes I use flannel for batting in a baby quilt sent to warm climates so it can be used year around - prewash to prevent shrinking later.

I use Mountain Mist Poly batting for all my quilts and use them even in the summer. Course I live in A/C so I can get away with it. Even though we live in the south, it gets cold down here, so don't worry about it. We can use them all. I know of people who still use the stuffed comforters down here!
