A quilting group I belong to do does this at its Christmas party - it is always fun. We do have a higher set $ amount. I would stay clear of gift certificates - not much fun. It is amazing what people come up with. And there is always one gift that everyone wants to trade for.

I would like one of those 12 inch square boxes. I'm not sure of the price. It is a plastic box with a handle great for storing your current project or UFO's. I have made a pincushion the last 2 years. Last year I made a box of chocolates pin cushion. People went nuts over it. Just google it and the pattern will come up.

I tried to post a picture from the website but I don't know how. (I think I flunked computers) It is pretty easy to make. I put some cute pins in it.

How about something like this? I send these to swap partners as part of their gift. I used them when I made a Labyrinth quilt - much better than labels which always disappear and pins that stab you, lol!
I buy the beads on eBay in alphabet sets. You could get number ones instead. You could use curved safety pins instead. Also, you could make a little pouch to keep them in or pin them to a pretty quilted mat.

Put a note in, advising that they use them in seams. I read somewhere that pins left in a quilt for a long time actually rusted!

I love the Seam Fix seam rippers and have found them at Wal-Mart. Also love magnetic pin holders that have a cover that can go over them. Wish I could remember where I bought the one I liked the best. It has storage in the bottom, then the magnetic dish, and a plastic cover that goes over it all. May have gotten it at Wal-Mart too. These are my favorite inexpensive notions. You could even make a cute pin cushion to add to the package for a little color! (and a nice piece of chocolate!)
