    Thanks for checking TN, safes me time. We can still get personalized plates just maybe not with a quilt design on them.

    In Florida, designs for license plates are approved by the State Legislature. According to State Statute: "The organization must hire an independent survey company to conduct a survey on Florida registered motor vehicle owners, an application fee of $60,000, a long-term and short-term marketing plan, financial analyzes and the design of the license plate." I would imagine most states have something like this.
