Anything our state can do to give the government more money, I'm in agreement. We don't pay state income tax, and I would like to keep it that way! So, I see this as just another revenue option for people who want to pay the extra money to get these really neat license plates.
This would be a good research project.

In Florida, designs for license plates are approved by the State Legislature. According to State Statute: "The organization must hire an independent survey company to conduct a survey on Florida registered motor vehicle owners, an application fee of $60,000, a long-term and short-term marketing plan, financial analyzes and the design of the license plate." I would imagine most states have something like this.
