The guilds in my area all have fundraising auctions annually that are open to the public. Members donate their unwanted or new items to be auctioned off to raise money for the guild. I am not familiar with the Dritz floor frame but at the auction I attended this past week, there were 3 floor frames, two went for $10 each and the third was left unsold. You might see if there are any such events in your area.

Try contacting your local church. Many times there is a spare one they would let you have to get it out of thier storeroom or know of someone who has one in the congregation offering it for free.
Failing that, try placing an ad in your local paper.
I wish I lived closer, I would give you the one in my garage rafters.
