I think I would change the pattern & use wider strips of wool, fold them in half length wise, then wrap them in a circle to make the rose.

We used to make these ribbon roses for wedding decorations. Could the same method be used, substituting a strip of wool? http://www.offray.com/106b.html

Ribbonwork Roses
That's very pretty. You probably could make one without a pattern. There are lessons on the internet for folding ribbons into roses. I make ribbonwork roses and learned from Helen Gibb's books, which you might be able to find through your library. Never thought of doing one in wool, but that's a great idea.
